Head of state economic opportunity agency resigns


CHARLESTON — The director of a state agency overseeing millions of dollars in federal stimulus funds has quit.

Matt Turner, a spokesman for Gov. Joe Manchin, says Ed Harper resigned Friday from the Governor's Office of Economic Opportunity. Turner says Harper's letter gives no reason for his departure.

Turner declined further comment on what he termed a personnel matter and would not say if Harper was asked to leave.

Turner says programs director Kelly Davis is serving as the agency's acting director.

The agency handles federal funds that are distributed to community action agencies for weatherizing homes, literacy programs and help for the elderly, among other things.
