State auditor scam suspect to plead guilty

CHARLESTON — A man from Kenya is ready to plead guilty to a role in an international scam that investigators say duped West Virginia and at least three other states out of more than $3 million.

Federal prosecutors have requested a guilty plea hearing for Collins Masese. The 20-year-old was among five Kenyan nationals indicted last year on charges linking them to the scam.

Investigators say West Virginia’s auditor and officials in Massachusetts, Kansas and Ohio were tricked into rerouting payments due legitimate government contractors.

Masese faces a conspiracy count alleging he helped set up a dummy bank account in Minneapolis to launder the proceeds.

A Kenyan woman indicted separately in the scheme pleaded guilty to a conspiracy charge in December.
