Two arrested on kidnapping, sexual assault charges

FAIRMONT — West Virginia State Police have arrested two men on charges of the kidnapping and sexual assault of a 14-year-old girl from Taylor County.

According to media reports, State Police in Harrison County arrested Lewis Kelly Dailey, 22, of Ratliff, Ky., and Jamey Glen Dodrill, 37, of Fairmont, Wednesday. The men kidnapped and sexually assaulted the teen, according to a criminal complaint.

The teen, who State Police say is mentally impaired, was named in a Silver Alert earlier this week.

State Police Cpl. S.D. Swiger says Dailey communicated with the girl Sunday and knew she was a minor, but still met her that day in Taylor County.

According to the criminal complaint, he reportedly drove her to a Fairmont home, where he and Dodrill raped her.

She told State Police that she didn’t want to have sex with the men, but she was afraid for her safety. She turned herself in to law enforcement Tuesday.

Dailey is charged with kidnapping, trafficking a minor, second-degree sexual abuse, third-degree sexual abuse and conspiracy. He is being held in North Central Regional Jail with bail set at $2 million.

Dodrill is charged with kidnapping, second-degree sexual assault and conspiracy. He is being held with bail set at $750,000.

Swiger says the girl was taken to a Fairmont home and raped Monday evening. He alleges that Dailey then watched while Dodrill raped the girl on Tuesday.

The investigation is ongoing and there may be additional charges.
