Beckley’s Planning Commission met Tuesday afternoon to discuss a Harper Road property that the owner wants rezoned to allow construction of a commercial business.
The land at 1801 Harper Road is owned by Nick J. Rahall, Chief Zoning Officer Bob Cannon explained.
Rahall is asking to have the parcel subdivided, with several lots being rezoned from a one-family district to an office/residential transitional district. Rahall is further requesting two additional lots on the property be rezoned to a general commercial district in order for Enterprise Rent-A-Car to erect a new building to replace the 106 Sunset Drive location from which it currently operates.
Cannon explained the company is seeking a 20-year lease and will construct the office on the lots closest to Harper Road. As with any commercial construction, a buffer zone will be required and other state regulations must be met.
A nearby neighbor, Ira Gangopadhyay, expressed to the commission a number of concerns she has about the new business.
She said its construction and operation would negatively impact her quality of life in a number of ways.
She noted the possibility of increased criminal activity, traffic and disruption to her neighborhood if the property is rezoned. She also expressed her concerns that the rezoning would adversely affect property values in the area.
Although the commission heard similar complaints from other citizens in attendance, commissioners voted to approve the zoning change request and have recommended it to Beckley Common Council for action, because the citizen concerns expressed were observations and opinions, not “findings of fact,” Cannon explained.
The first reading for the proposed zoning change will take place Aug. 14 during the regular Common Council meeting. A public hearing before Council has been scheduled for the Aug. 28 meeting.
