Born, reared and educated in Raleigh County, he is a 1973 graduate of Trap Hill High School.

In 1977 Snuffer graduated magna cum laude from West Virginia University with a B.S. degree in animal science and in 1978 acted as teaching assistant for the Department of Animal Science while working on his master’s in vocational agriculture.

In summer of 1978, Snuffer was hired as the first teacher of vocational agriculture in Fayette County, where he developed the new program and taught for two years.

For the last 27 years, he has been employed with the U.S. Department of Agriculture as an information technology specialist.
