Senate Minority Leader Don Caruth, R-Mercer, takes notes Wednesday during a public hearing on turnpike tolls convened by the Parkways Authority at the Charleston Civic. Still not convinced the higher tolls were needed, Caruth imparted one final shot at the Parkways Authority, saying it has treated southern West Virginia motorists as “second-class citizens” by imposing fares on the turnpike. Afterward, he said there was “no rationale” to raise tolls.
