Dignitaries join in a ribbon cutting ceremony Monday to open the first section of the New River Parkway in Hinton, including U.S. Rep. Nick J. Rahall, D-W.Va., center, Tom Smith of the Federal Highway Administration, left of Rahall, and Paul Mattox, W.Va. secretary of transportation, to Rahall’s right, among others. When completed, the parkway will connect Hinton with Interstate 64 near the New River at Sandstone.
