Davitt McAteer of the Governor's Independent Investigation Panel as he explains the group's findings on the cause of the Upper Big Branch mine explosion that killed 29 coal miners on April 5, 2010. The mine owner, Massey Energy, received most of the blame for ignoring numerous safety rules and regulations. The panel said the explosion was preventable.
