A familiar flag, the official POW-MIA standard, is raised aloft in Monday’s Memorial Day service at Restwood Cemetery at Madams Creek by Dorothy Miller, whose brother, Col. Henry Tipping, was shot down 40 years ago while flying on a combat mission in Vietnam. Recent developments have raised Miller’s hopes that her brother’s remains might have been uncovered by a farmer in northern Vietnam.
