Karen Bowling, far right, CEO of Raleigh General Hospital and chairwoman for the Beckley-Raleigh County Chamber of Commerce, addresses Beckley Common Council Tuesday night. Bowling and other chamber members want to study city elections to see how voter turnout can be improved. During the city’s last elections in 2006, voter turnout was 13.59 percent for the primary and 5.72 percent for the general.
